SCHEDULE
1
RESIDENTIAL
AND FARM SERVICE
1. AVAILABILITY
Available
to any member of Tipmont Rural Electric Membership Corporation (REMC) for general
residential and farm use with a demand of 50 kW or less.
2. CHARACTER OF SERVICE
Service
rendered under this schedule shall be alternating current, 60 Hertz, single
phase, at a mutually agreeable voltage.
3. MONTHLY RATES
A. Service Charge:

C. Minimum Monthly Charge:
When
the transformer capacity required by the member is 10 kVA or less, the Minimum
Monthly Charge under the above rate shall be the Service Charge. When the
member requires in excess of 10 kVA of transformer capacity, the Monthly
Minimum Charge shall be the Service Charge plus $1.00 per kVA of transformer
capacity (or fraction thereof) above 10 kVA.
The
Minimum Monthly Charge entitles the member to consumption at the Monthly Rate
up to the Minimum Monthly Charge.
4. LEVELIZED BUDGET BILLING
The REMC may,
upon the request of the member, establish a levelized budget billing plan for
payment of bills for electric service. The levelized budget billing amount
shall be the average of the sum of the member’s current month usage and the
previous 11 months usage (a 12 month rolling average.) The result shall be the
amount billed by the REMC and paid by the member as its monthly net bill.
Members requesting levelized budget billing must have service at the same
location for twelve continuous months, a zero account balance when the request
is made and must pay the levelized budget billing by the normal due date each
month. Bills issued pursuant to this provision are subject to the Terms of
Payment set out herein.

5. CONDITIONS OF SERVICE
1. Service
under this schedule shall be provided in accordance with the provisions set
forth in the REMC’s Standard Provisions for Electric Service and Rules and
Regulations as on file in the REMC’s business office.
2. Motors
having an individual capacity of more than 10 horsepower shall require REMC
approval.
3. The
REMC will furnish and maintain at its expense one transformation and service
drop, unless otherwise provided for in the Rules and Regulations. All
electrical equipment beyond the point where the service wires of the member
(those which extend from the weatherhead of the service entrance installed by
the member) connect with the service wires of the REMC is considered the
distribution system of the member except that the outdoor meter base and meter
shall be furnished and maintained by the REMC.
6. POWER COST ADJUSTMENT
The above
rates are subject to a Power Cost Adjustment shown in Appendix
A.

COMMERCIAL
SERVICE

any member of Tipmont Rural Electric Membership Corporation (REMC) for
commercial or farm operations (not otherwise provided for in Schedule 1) with a
demand of 50 kW or less.
2. CHARACTER OF SERVICE
Service
rendered under this schedule shall be alternating current, 60 Hertz, single or
multi-phase, at a mutually agreeable voltage.

C. Minimum Monthly Charge:

LARGE
POWER SERVICE
1. AVAILABILITY

any member of Tipmont Rural Electric Membership Corporation (REMC) for general
power service with a demand of 50 kW or more and is located adjacent to an
electric transmission or distribution line of the REMC that is adequate and
suitable for supplying required service. This schedule is not available for
supplemental or standby service.
2. CHARACTER OF SERVICE
Service
rendered under this schedule shall be alternating current, 60 Hertz, single or
multi-phase, at a mutually agreeable voltage.

4. DETERMINATION OF BILLING DEMAND
The billing
demand shall be the maximum kilowatt (kW) load measured over a period of
fifteen (15) consecutive minutes during the billing month as metered or
recorded by suitable metering equipment installed by the REMC. The Billing
Demand may be adjusted when the member’s average power factor falls below 95%.
When appropriate, the adjusted billing demand shall be determined by
multiplying the metered demand (kW) by 95% and dividing by the actual percent
power factor.

If welding
machines or other apparatus, where the use of electricity is intermittent or
subject to violent fluctuations constitute part of the entire load, then the
measurements shall be increased by the connected nameplate load in welding
machines or other such apparatus, and the sum taken as the Maximum Demand.
5. PRIMARY METERING
The REMC
reserves the right to meter at primary or secondary voltages. If the kWh energy
furnished under this schedule is metered on the primary side of the service
transformers, then the kilowatt hours so metered shall be reduced 2% before
computing the bill.
6. CUSTOMER-OWNED TRANSFORMERS
If the member
owns the service transformer, switches and ancillary equipment required to accept service at the point of connection, then the
Facility Charge set out in Section 3 of this Schedule shall be reduced by $.10 per
kVA per month. The member shall furnish, install, and maintain said equipment
at its own expense. The REMC reserves the right to set the minimum requirements
of protective equipment.
7. OPTIONAL TIME-OF-USE RATE
A. On Peak / Off Peak Hours:
The
On-Peak Hours, as defined below, are Eastern Standard Time on Monday through
Friday excluding holidays.

The
utility has the right to review and modify On-peak and Off-peak hours as

any 12 month period.
The
member may return to the standard rates for any reason. However, they will be
required to stay on the standard rate for at least one year before returning to
the Optional Time-of-Use Provisions.

member will be required to give satisfactory assurance by means of a written
agreement as to the amount and duration of the business offered.
3. All
single-phase motors, phase converters and three-phase motors with a starting
current in excess of 250 amps at 240 volts shall require REMC approval.
4. Single-phase
service to phase converters shall require REMC
approval. The single largest motor shall not exceed 50 horsepower, and total
connected motors shall not exceed 100 horsepower.
5. The
REMC may require corrective measures or devices for any motor or apparatus
which, in the opinion of the REMC, will cause voltage fluctuation to other
members. Unless otherwise permitted, the maximum primary fluctuation is three
percent (3%).
6. All
energy shall be supplied to one location through one set of meters. All wiring, pole lines, wires, and other
electrical equipment beyond the point of metering is considered the
distribution system of the member.
7. Maximum
transformer sizes and availability: Open-WYE, open-DELTA transformer banks will
be provided by the REMC only if the REMC finds the load may be adequately and
safely served by such connection.

installed for a sole use member, the REMC may use the wholesale metering for
demand, energy and reactive usage. If the kWh energy
furnished under this schedule is metered on the primary side of the service
transformers or using wholesale metering, then the kWh energy so metered will
be reduced 2% before computing the bill.
6. CUSTOMER-OWNED TRANSFORMERS
If the member
owns the service transformer, switches and ancillary equipment required to accept service at the point of connection, then the
Facility Charge set out in Section 3 of this Schedule shall be reduced by $.05
per kVA per month. The member shall furnish, install, and maintain said
equipment at its own expense. The REMC reserves the right to set the minimum
requirements of protective equipment.
7. SUBSTATION SERVICE
If the member
owns the services transformer(s) as defined in Section 6 and the member’s point
of connection is located at or immediately adjacent to a wholesale delivery
substation, then the Facility Charge set out in Section 3 of this Schedule shall
be reduced by $.10 per kVA per month. In addition, the Demand Charge set out in
Sections 3 and 8 will be reduced $1.00 per kW of Billing Demand.

TRANSMISSION
VOLTAGE SERVICE
1. AVAILABILITY
Available
to any member of Tipmont Rural Electric Membership Corporation (REMC) for large
power service with a demand of 1,000 kW or more.
For service at transmission voltages of greater than 12,500 volts. The
service location must be adjacent to a substation or transmission line
controlled by the REMC and suitable for supplying the required service. The
member is responsible for installing and maintaining all substation,
transformer and/or distribution facilities required for service under this
schedule. This schedule is not available
for supplemental or standby service.

has the right to review and modify On-peak and Off-peak hours as conditions

5. The
REMC may require corrective measures or devices for any motor or apparatus
which, in the opinion of the REMC, will cause voltage fluctuation to other
members. Unless otherwise permitted, the maximum primary fluctuation is three
percent (3%).
6. All energy shall be supplied to one
location through one set of meters.
7. The
REMC reserves the right to set maximum starting current values of motors over
100 HP.

rates are subject to a Purchased Power Cost Adjustment Tracking Factor and a
Fuel Cost Adjustment Factor shown in Appendix A.

maintenance on the lighting equipment at 110% of its cost. The Indiana State
Highway Commission and the REMC have entered lighting agreement and maintenance
contract regarding lighting installations covered under this Schedule.

STREET LIGHTING
1. AVAILABILITY

2. CHARACTER OF SERVICE
Tipmont Rural
Electric Membership Corporation (REMC) will furnish all necessary equipment to
operate and maintain an overhead street lighting system in conjunction with and
as a part of its general overhead electric distribution system, and the REMC
will furnish all electric power required for the purpose of furnishing overhead street lighting service to the member.
The
municipalities shall pay all installation, labor and material of additional
poles and conductor required to extend existing lines to the proposed street
light locations.
The lighting
hours for the said overhead street lighting system shall be on a “dusk to dawn”
schedule, which provides that lamps are to be lighted approximately one-half
hour after sunset until approximately one-half hour before sunrise each day in
the year.

4. TERMS AND CONDITIONS
1. The
Town shall assist the REMC, if necessary, in obtaining adequate written
easements covering permission to install and maintain any service lines
required to be installed upon private property.
2. The
REMC shall not be required to pay for obtaining permission to trim trees where
such trees interfere with any service lines or wires of REMC used for supplying
electric energy to the overhead street lighting system. The Town shall assist the REMC, if necessary,
in obtaining permission to trim trees when the REMC is unable to obtain such
permission through its own best efforts.

3. The
Town shall enter into a three-year contract for street lighting per the
utility’s standard policies.
4. The
REMC will repair and/or replace and maintain all equipment owned by REMC,
including lamps and glassware, which may be necessary to provide continuous

any member of Tipmont Rural Electric Membership Corporation (REMC) for
continuous, year round service for outdoor photocell controlled lighting.
2. CHARACTER OF SERVICE
Photoelectric
controlled outdoor lighting by ballast operated lamp fixtures and poles
conforming to the REMC’s specifications. Service will be rendered only at
locations that are, in the REMC’s sole opinion, readily accessible for
maintenance purposes. Except as provided for, the cost of the lighting
equipment and its electrical operation maintenance are included in the service.

POWER COST ADJUSTMENT
The rate
adjustments determined to reflect the change in purchased power costs,
including fuel cost changes, shall be calculated using a methodology consistent
with the orders of the Indiana Utility Regulatory Commission approved for
wholesale power cost trackers and consistent with IC 8-1-2-1 et. Seq., as
amended for changes in fuel cost adjustments, with the sole approval of the
Tipmont Rural Electric Membership Corporation’s (REMC) Board of Directors.

MISCELLANEOUS
AND NON-RECURRING CHARGES
1. DEPOSIT CHARGES
New
residential members or residential members who have not had an active electric
account with Tipmont REMC in the last twelve months must meet established
credit requirements to avoid paying a deposit. Residential customers may
permit Tipmont REMC to obtain a credit report from a third-party credit
reporting agency. If this report meets the established credit requirements, the
deposit will be waived.
Commercial
customers will be assessed a deposit. In
lieu of said deposit, the commercial customer may supply Tipmont REMC with an irrevocable
letter of credit from a licensed financial institution or a surety bond from a
licensed insurance provider.
The amount of the deposit will be
based on 1/6 of the customer’s estimated annual billings. The minimum deposit
amount will be $160.00. Deposits will be required as follows:
A.
New customers: a deposit is required if the customer’s
credit report does not meet Tipmont REMC's credit criteria.
B.
Customers with an active electric account with Tipmont REMC in the last
twelve months: a deposit is required if the customer has
ever owed an outstanding bill to Tipmont REMC or was ever disconnected for
non-payment to Tipmont REMC.
C.
Previous customers who have not had an active electric account with
Tipmont in the last twelve months: a deposit is required if the customer’s
credit report does not meet Tipmont REMC's credit criteria, or the customer has
ever owed an outstanding bill to Tipmont REMC, or was ever disconnected for
non-payment to Tipmont REMC.
D.
Existing customers: a new or additional deposit will be required
if the service is disconnected for non-payment or if the customer is involved
in the theft of electric service or meter tampering.
If a deposit
is required, the deposit must be paid before the electric service can be transferred
or connected. In order to sign a payment arrangement for a deposit, a
customer must pay $100.00 or ½ the amount of the deposit, whichever is greater,
and pay the balance within 30 days.

Deposits
required on residential rate classifications will be held initially for a
period of 12 months. Deposits will be refunded after said period if the
customer meets established payment requirements and is not disconnected for
non- payment of an outstanding bill during the period. Deposits may be held
indefinitely based on customer payment habits and account activity. No interest will be paid on residential
deposits.
Deposits
required on commercial rate classifications will be held for the life of the
service at a given premise. These deposits will receive interest at the rate of
4% annually. Said interest shall be paid to customer once a year after the
initial 12 months of service. Interest
payments will be distributed in the month of January.
2. RECONNECTION CHARGES
When service
has been disconnected due to non-payment, a reconnect charge of $55.00 must be
paid by the customer before service is reconnected.
When a
reconnection of service is made for the same customer at the same location and
service has been discontinued at the customer’s request, a reconnect charge of
$55.00 must be paid by the customer.
3. TRIP FEE
When Tipmont
REMC employee makes a trip to the customer’s location to disconnect the service
for non-payment, a trip fee of $25.00 must be paid by the customer. A Trip Fees is charged when the customer
makes a payment by phone to avoid being disconnected for non-payment after the
Tipmont REMC employee has arrived at the customer’s location.
4. INSUFFICIENT FUNDS
When a check
received in payment of a customer’s account is returned unpaid by the bank for
any reason (not the fault of the REMC), the customer will be charged a handling
fee of $20.00 for each check returned by the bank.
5. TEMPORARY SERVICE CHARGE
Temporary
service shall be supplied in accordance with applicable rate except bills will
not be prorated for a fractional part of a month.
If the
applicable permanent service rate is three-phase demand metered and temporary service
type is as described under Schedule 1 or 4, then Schedule 1 or 3 shall apply
for temporary service.
The member
shall, in addition, pay the total cost of connecting and disconnecting less the
value of materials returned to the full stock.
The REMC may require a deposit, in advance, of the full amount of the
estimated bill for service, including the cost of connection and disconnection.

6. TERMS OF PAYMENT
The bills are
rendered as net bills which will be subject to a late payment charge which is
four percent (4%) higher than the net bill when not paid by the due date
indicated on the billing statement. Any government agency needing an additional
period of time for payment of the net bill as per the preceding paragraph,
shall notify the REMC and shall supply the REMC with empirical data
establishing the government agency’s normal fiscal operations cycle. The government agency shall then be allowed
three days in addition to its normal operations cycle before the bill becomes
subject to the late payment charge. The
REMC may, at its option, forego the assessment of late payment charge once each
twelve (12) months where member has established a good payment record.
7. METER TEST AT REQUEST OF MEMBER
The

included in this tariff.

EXCESS
FACILITIES
The REMC will
normally install, in accordance with the provision of the applicable rate
schedule and the Terms and Conditions for Electric Service, the facilities
required to supply electric service to the member at one point of delivery,
through one meter or metering installation, at one delivery voltage.
If a member
requests excess facilities which are in addition to, or in substitution for,
the standard facilities which the REMC will normally install, a payment equal
to the amount of the excess will be required.
The payment must be received by the REMC before the installation of the
excess facilities.
The type,
extent, and location of such excess facilities shall be mutually agreed to by the
REMC and the member. Such excess
facilities shall be and remain the property of the REMC.

RIDER 1-1
ELECTRIC THERMAL STORAGE SERVICE
1. AVAILABILITY
This rider is
available to consumers of Tipmont Rural Electric Membership Corporation
(Tipmont) who are eligible for and receive service under Schedule 1 and
Schedule 3. This rider is for electric
thermal storage (ETS) systems capable of storing energy during off-peak hours
for use during on-peak hours. The ETS
system must be sub-metered and subject to control by a load management
device. All other electric energy used
by the consumer shall by purchased under the normally
applicable service schedule. This rider
is part of an experimental load management program and shall be effective for a
period of 3 years from the date approved.
2. CHARACTER OF SERVICE
Service
rendered under this schedule shall be alternating current, 60 Hertz, single
phase, at a mutually agreeable voltage.
3. MONTHLY RATES
The following
rate will be applicable to the sub-metered ETS system usage. The usage billed under this rider will be
subtracted from the usage recorded by the consumer’s main service meter and the
remainder billed under Schedule 1 or 3 as may be applicable.
